The Latin phrase written as the title of this post means "Who will guard the guards?". Who will guard the guards of Indian people? Who will guard the army? Who will guard the government? But the creators and guards of the Indian government are the people themselves. So, who will guard the people from the government?
The government lapses are too glaring to miss. Recently the workers dug up the side of the road in Khar, Mumbai and the residents are in danger of falling down those pits during the heavy traffic peak hours added to the flooded monsoons that Mumbai receives annually. In Chennai the digging up of roadside has created havoc as nearly 700 households lost their telephone lines for hours and God only knows what bribe the line man would have asked these house holds to repair their connections. The roads all over India are laid in a precise planning. The roads have a 10 month warranty. After that they will clearly break up and pothole completely; so much that you would think the area was an old river that dried up recently. The neat mud path would be the traversal route for all residents. India has the largest number of people in the world who can claim that they regularly disco dance every time they are out on the road in their vehicle. The vehicle would move over the pothole-filled, gutter-ridden, loose sheets of stones as if the suspension would break any moment.
The government services efficiently get your work done in a year, in case your work was registering a new phone connection. The efficiency increases at the rate of amount of money you can spare for the government employee at the counter. The people who go for the courts find the government efficiency in full force. Bribes don't work there. If your case is the media's hot news your case will be solved in a month with an exemplary judgment that would naturally be appealed against and the media circus would go on till a 100 appeals have been filed by each party in the case. Then a new case would be the medias hot news. The governments exclusive telephone and internet service provider BSNL regularly charges inter-state charges for in-state calls made by people near the border of every state, because the one in Punjab would get a signal from a tower in Rajasthan and the one in Rajasthan would get a signal from Punjab.
The armed forces near the border regularly complain of taunts from Chinese camps across the border and the Pakistani firings from across the border for no rhyme or reason. The Tamil fishermen complain of Sri-Lankan navy shooting at them when they are out to fish. The government couldn't care less. The government is busy trying to seal the Indo-US nuclear deal by fighting a war in the Parliament. The government is busy making peace with neighbors who seem to respond well. The government is busy trying to control inflation which is more accelerated by some government policies as many economic experts say. That's a nice answer isn't it? Maybe its because the government judiciary motto is - Fiat Justitia Ruat Coelum. Not many Indians understand it. It is in Latin, it says let justice be done even if heaven is falling. Heaven is falling, but no justice is being done.
